JOINT STATEMENT BY OLIVIER J.P. NDUHUNGIREHE, MINISTER OF FOREIGN AFFAIRS AND INTERNATIONAL COOP. OF RWANDA, AND MAXIME PRÉVOT, DEPUTY PRIME MINISTER AND MINISTER OF FOREIGN AFFAIRS, EUROPEAN AFFAIRS AND DEVELOPMENT COOPERATION OF THE KINGDOM OF BELGIUM
Pursuant to Article 2 of the Vienna Convention on Diplomatic Relations, the Kingdom of Belgium and the Republic of Rwanda have jointly decided, on 22 September 2026, to restore diplomatic relations. To this end, their respective bilateral embassies will be reopened in the near future. As an initial step, each mission will be headed by a chargé d’affaires ad interim, supported by a diplomat or consular officer and a small technical support team. Requests for agrément for Ambassadors will subsequently be submitted in view of a future diplomatic movement, on the understanding that the Ambassador of the Republic of Rwanda to the Kingdom of Belgium will also be accredited to the European Union.
This decision follows a series of meetings and informal contacts held between the two Ministers of Foreign Affairs over recent months, during which a number of differences and misunderstandings were addressed in a constructive spirit. In this regard, both countries wish to express their sincere gratitude to the authorities of the State of Qatar for facilitating the first meeting between the two Ministers in Doha in June 2025.
Belgium and Rwanda reaffirm their commitment to maintaining an open, candid and transparent dialogue, recognizing it as essential for addressing bilateral differences and discussing divergent positions and outstanding disagreements on international issues. They have further agreed on renewed principles such as non-interference, mutual respect, and constructive engagement, which will guide their future bilateral relations.
